Title: Cannot access follow notification or donation notification settings.

These setting are greyed out for me for some reason. I understand the sub alert option being greyed out because I am not partnered but why don't I have access to the other notifications?

You must pay the $5 a month fee to be VIP to use these features.  You can view more info on VIP here: http://deepbot.deep.sg/wiki/VIP+Streams&structure=Index&page_ref_id=14
