Title: Ban someone from requesting songs

As you can tell probably people love to troll with song request, I think it would be cool if you can add the option to ban certain users from doing this and allow mod1 or mod2 to use the command like !bansongrequest (USER) (TIME) or something like that

Administering another ban list for a specific feature is not seen as something that would scale well.
If users are trolling, i would recommend warning them and then issuing a chat ban to discourage repeated offences.
