I tried completely unistalling and reinstalling and yet still it crashes.

Go into your deepbot folder> Run update (or update.exe If you have extensions on)

So I tried that, the update bar doesn't move at all and i had it up for a good half hour just waiting.
I have also tried unistalling and reinstalling though the version I am downloading from is from when I first got deepbot so I dunno if thats changed.

Run deepbot, then run update.exe. Make sure you run both as admin. (Right click each one>Run as admin)

I can't even get deepbot to run, it crashes before it can even load up.

Okay, the reason why you are getting this error is because you aren't on the latest update. Let me PM you the link for deepbot download. So you may wanna back up your data files which are:
All DeepBot user data is saved in the below files:
users.bin
usersconfig.bin
chanmsgconfig.bin
DeepBot.s3
Simply backup these files. Then uninstall deepbot, and install the version you downloaded. Try running deepbot, it may crash, then run update.exe in the folder. After it updates, then you will put the files you backed up them in the data folder (Deepbot Folder>Data.
