Title: uptime command and raid polls

built in !uptime command to announce in chat how long the current stream has been up.

Raid poll system to poll users to see how many would like to join the streamer for a raid. Like a poll where users can type !raid to add them to the poll list in deepbot and they can be awarded points or something for helping the broadcaster support another streamer.

!uptime is not built in, but you can make a command for it. You can find all custom command variables here: http://deepbot.deep.sg/wiki/Custom+Commands&structure=Index&page_ref_id=16
