Title: Songrequest Skip Buyout Limit

For the songrequest feature can we make it an option so that users can only use the skip buyout that requires currency once per x amount of minutes?

I like the songrequest buyout as it gives people another thing to use currency for but if I raise the amount to high people can't use it as easily, hence why I want my request.

You could just make a alias command and set a timer on it, for now.
