Simple enough. Be able to create custom commands that only non VIP/Mods/Streamer would have access to. Can be useful as a counterpart to another command that is limited to VIPs, etc. Then with a respectable delay timer, a message could respond back telling them that they don't have access to that command or could be set with a message telling them how to gain access to it.
A better alternative would be a way to optionally reverse the 'access control' comparison, so that those at or above the chosen level can't access the command.
