Title: Giveaway/raffle based on hours

I don't use the point system for my community. Instead I base things off hours. I'd love to see raffles/giveaways have a minimum amount of hours option so I could reward those that have watched my stream for at least 4 hours win a giveaway rather than the guy that just joined for the giveaway only.

Also, it would be nice if we could add a multiplier to VIP's. So if reg users enter one ticket, they get one. But VIP's will get two for entering one.
