Title: Stream pop Up Commands :D [info in document]

[examples]
when someone does:

!NewFollowers
!FollowerTarget
!DonationGoal

or more whatever you want the command to be,
will show up on screen wherever you want it to be, with or without a noise [most likely no sound by default]

these commands can have a cooldown.
& if someone does one of the on screen commands before the cooldown it will whisper the person "the awnser the person wanted" or say wait for the cooldown @CoolDownSecondsLeft@


this would make streaming in the chat in someways more interactive and it can be optimized per stream to be less spammy or more frequent if there smaller streamers :)
