Title: Ability to restrict !requestsong by hours/rank

Would be super helpful to add a feature to restrict users from requesting songs by hours watched or rank. (I.e. under 10 hours watched in stream , command cannot be used.) This way it adds another tool in our arsenal with limiting trolls coming into stream and requesting stuff that annoys people or gets the streamer in trouble if not cuaght right away. This would also encourage non VIP users to hang out a bit more. It would add flexability that would be super useful to some of us. Thanks for the consideration.
