If you have everything in the data folder, it should move over. Just make sure you are running Deepbot as Admin. If you do not see any of the missing information after a couple of restarts, then run backupmanager.exe in your deepbot folder.

It should be in your Deepbot Folder (C:\DeepBot - Twitch Streamer Assistant) named Backupmanger or Backupmanager.exe.

i restored it and it said successful but it did not transfer it. Do i have to uninstall the old deepbot first and will it still be saved?

It shouldn't matter unless you were on Update from way back like 0.5.0.0 or something. If you are VIP, you could request a VIP cloud backup by emailing ExpertsOnline at Deepbot@deep.sg.
