Possible to give moderators of the stream a special rank different to normal viewers of the stream? And if so how?

Is there a way to give MOD's a set rank that doesn't change with the normal user ranks staying the same?

So I moderate for a streamer who has deepbot. Have made all of his commands that are currently on his channel except for the shoutout command, as had to get him to do that so it was mod/streamer only. Is there a way to make commands with permission through chat, I currently use !addcmd !commandname command text. So is there any way to edit that so it'd be a mod command? Or does the streamer have to do that themselves?
