Implemented / Re: Mod Only

I was considering starting a new thread, but my request is quite similar to the OP's:
I'd like the ability to have a join message exclusively for users who are new to the channel, or maybe a NOT 3 option (everyone but VIPs and mods). Basically I'd like to let new users or non-VIP/mods know that they are actively earning points upon joining my channel, while allowing regulars to come and go as they please. I think there needs to be some sort of classification for non-VIP, non-mod users.
This could be handled a number of ways, from restricting commands based on points (my timer is always enabled, therefore anyone with <= 1 point could be classified as "new"), having checkboxes in the Event Message screen under User Levels (one each for Normal User, VIP Bronze, Silver, Gold, Mod, Owner), or just adding another option in the existing User Levels.
Or perhaps there's already a way to do this and I'm just ignorant. I've looked around a bit, searched the forums, and didn't quite see anything like this. But I apologize if this has been suggested before.
