Feature Requests / Command CoolDowns per User

Unless i missed something......
Would it be possible to get the custom commands to run on the same cooldown system as the !points command.....That is that the cool downs pertain to each USER not Globally to ALL users.  When I am writing up commands atm I noticed that there is a cooldown timer for the command and a global cool down timer HOWEVER this still means that the cool down on the command applies to ALL users.  Is there any way at all to have the commands use a cool down that is specific to the user that used the command?
