Quote System HOW-TO?

Please eloberate on the new quote system. How does it work?
And please consider giving us some information on how to use a new feature in the change log in future. Thanks!

From the bot commands page on the wiki;

!quote <optional ID> : Displays a quote from the database (Streamer can enable or disable these for the different user classes)
!addquote <name> <quote> : Adds a quote to the database (Streamer can enable or disable these for the different user classes)
!delquote <ID> : Deletes a quote from the database (Streamer can enable or disable these for the different user classes)
One thing that isn't detailed is how to change the permissions of who can actually access the quote system. To change the permissions of who can actually use the quote system, on the quote tab click "permissions" and tick which users (And the points it will cost) for each user group of your choice you want to have access to the system.
