The event message will welcome people, whether it is their first time, or their hundredth time. You cannot currently make it do that. And the way the song requests system works is that if someone requests a song when the queue is empty, it will play that song. If 3 people have requested songs, then then someone requests another, it will play after those 3 songs. It is a first come, first play system.
