Well, once you pay the $10 fee you make an application so we know your details to add you.

It is a one time $10 fee, not a re-occurring one.  There is a $5 a month fee to keep VIP features active.  You can see a list of these here: http://deepbot.deep.sg/wiki/VIP+Streams
