How would you make a command to output a target's points? For example, !checkpoints @target@ @points@ would return the points of the user that entered the command, not the target's points. Is there a way to do this?

There is no way to do this for regular viewers, however admins/mods can do !check user : Check the stream currency balance for a specified user (e.g. !check expertsonline)

Although with the new update, with the new command interface, you should be able to do this without being an admin/mod.

Well in the next update, you will be able to run commands as the bot, which grants the user to do admin commands like !check user. Here is a screen shot of what it looks like:
