Can not Change or edit any Master Settings

upon trying to save any changes or no changes at all on the "Master Settings" in the config tab a pop up arises stating the following

"User Rank config incorrect for Rank 2. Next ranks requirement needs to be higher than previous rank."

Any help would be nice in resolving this issue.

On your master settings, you should see a rank tab on the left side, go there, find the option on the right "Load Default". Then it should allow you to save settings.
