i managed to track down the culprit. Now, this probably isn't the issue for everyone as i have noticed that some people are running Nvidia cards. however, for me and possibly some others, it is HydraVision that is causing the issue.
Quick run down of how i know it is hydra vision. i started out with OSU! open, a game that normally runs at about 300-700 fps when the mouse is moving quickly, but with the issue i was having drops to 1-4 fps. when moving the mouse quickly the frames drop. they even drop with my Wacom tablet but not as much nor as bad, however bad enough to make me fail. so i started shutting programs and process' down 1 by 1 testing after each time. it got to the point where all that was running was AMD CCC, windows, Chrome and my tablet, with ofc some other drivers and such in there. So i went ahead and shut down HydraVision entirely.
after shutting down HydraVision i noticed no issue. So i rebooted my computer and open up the normal software that is open when streaming. i started OSU! and tested with HydraVision running on a fresh restart, frames dropped to nothing. I turned HydraVision off entirely (HydraGrid, Desktop Manager and Multi Desktop) and noticed no frame drop. I then turned all three on individually to see if it was one specific one causing it. here are the results
with HydraVision off entirely on the OSU! Menu, frames drop to 270fps from 600-700 *normal drop, on a beat map it is not this bad*
With just Multi desktop on, frames drop to 70-100fps from 600-700
with just Desktop Manager on, frames drop to 40-80fps from 600-700
with just HydraGrid on, frames drop to 100-150fps from 600-700
with only HydraGrid off, frames drop to 10-20fps from 400-450
with only desktop manager off, frames drop to 30-50fps from 550-600
with only multi desktop off, frames drop to 20-40fps from 500-550
after re-enabling all 3 aspects of HydraVision the problem returns and frames drop to 1-6fps from 400
I have already run a few test songs after disabling HydraVision and had a virtually flawless play through every time.
