i am thinking about getting deepbot but can not find out the answer to an important question to me and the person i would be managing the bot for.
Can the moderators use the console when deepbot is running on the streamers computer?  Are there ways to login as a moderator and edit the console or can only one person do that at a time and if the streamer is streaming it has to be them?

There is no mod console or anything. You would have to be able to login into their PC with a 3rd party program, such as teamviewer. You can download the program, but can't run two deepbot instances since it would cause conflicts with database, commands, etc.
