For VIP? For the Beta License?
If for VIP, if doing the Subscription, you do need a linked Credit Card to the paypal account. However you don't need a linked CC for the one time payment.
The dev I believe accepts other forms of payment (at least he did before the payment page changed.) Will PM him this thread and he can respond directly.
