Sounds player from URL not just on Desktop

It is possible to use sounds from url's rather than using sounds from desktop? This would really help my stream out. as i am building a website where people will be able to upload sound effects for there own personal SFX and letting them upload sound effects would be easier and amazing way to do it.

Or if anyone knows a way that this is possible already that would be amazing. Key thing is it just plays a hosted file online rather than a file on my local drive.

Thank you and yes there would be a vetting of the sounds done.
It would be a personal website hosting the sounds and the users have to be vetted before having access to the system.
I will keep on this post for updates.
