Gem Payouts

how do i change the gem payout only for admin because my mods can take advantage of this! please help! my mods type !add x (user) how do i make this command admins only or only accounts i set and give permission?

This is only available to mods that you set as Level 2.  If you have a mod you don't want to be able to to this, then set them to mod level 1.
