Chat moderation

Hi, I would like to see some sort of chat moderation in deepbot.
Well the only thing I think would be nice is this:

- Remove links that users post. Or if he/her is high enough rank they can post it.

We are evaluation moderation features. Currently we feel free bots such as NightBot/Moobot perform a better job than most.
If we were to add moderation, we want to be able to provide a feature set as extensive as those options.
