The !permit Command

I already saw thsi commands in another bots, and it is really helpfull.
Basically the mod/ownerd of the channel just type !permit "name" or whatever and the person permited
will be allowed to put X number of link without being timedout in the live channel.

Run NightBot for moderation of chat. Has automatic modding and permit links command.
