purge/timeout/permit

i thought it could be a nice feature to have stuff like timeout or permit link added to the bot kinda the way nightbot have it.
it does that i dont need more then one bot in channel and twitch by default times you out for 10min.
adding a permit command so a mod can permit ppl to do links

We are evaluation moderation features. Currently we feel free bots such as NightBot/Moobot perform a better job than most.
If we were to add moderation, we want to be able to provide a feature set as extensive as those options.
