Getting points for watching

I have seen some streamers give points just like this bot does, but instead of just giving the points to everyone that comes into the stream, it only gives points to people who follow the stream. I was wondering if there could be an option to have it for anyone or just followers that would gain points.
In simple, one would need to follow the stream before getting points.
Could that be an option?

Twitch has blocked access to the full follower list. As such, the bot can no longer keep followers in sync, and won't be able to offer any options that rely on the full follower list.

I have a friend who streams and does this, with 7k followers.
