is this available in deepbot at all?

e.g !add (username)

and whenever someone types !list it can show people currently in the list for whatever you want the list to do. e.g. a list for viewers to play with the streamer etc

There is no built in command, unless you want to use Viewer Queues. You can create a command, that adds them to a certain .txt file to create a list.
