!highlight command appears to only function for the streamer

I've tried this a number of times, and unless I'm missing something, it appears that only the broadcast is able to issue the !highlight command. It does not function for mods, as stated in the changelog.

It does work, but the mods need to be mod level 2 in your user database on the bot.
