Globally Banned From Twitch 8hrs

Since I was chatting at the same time my bot was replying to requests, I sent more then 8 lines in 30 seconds and me and my bot got IP banned for 8 hours from chatting what is the limit the bot will send in 30 seconds, so I can make sure i dont go over it.

This is currently a Twitch issue that just cropped up, their Twitter is exploding.  Hang tight.
