People getting points in my channel even if they aren't talking

I have the option enabled where people only get points if they talk at least once every 3 minutes, but there's a bunch of people who haven't spoken at all that are still gaining points. I found someone with the same exact problem in these forums but his issue was never resolved in the thread. Is there a fix for this at the moment or am I out of luck?

Have you restarted the bot since changing it? Are you running the bot as admin?
