TTS custom command?

Hey all!

So I'm trying to make a command where users can type !chat [their message] and deepbot's TTS will read it back to me. I know this sounds like a terrible idea, but I do genuinely need it haha. Does anyone have any ideas on how to make this work?

Command > !chat
Message > @tts@[@target@]
Type in chat > !chat hello world
Bot will > read out "hello world"
     
    - Make sure to turn on the sound in the master settings & windows volume bar.

Could you please add @tts@ command for Event messages?
I'd like Deepbot to "say" Welcome @user@ when someone enters chat.
