Sorry - I don't quite understand what you mean by "kicking people out and bringing them in"

If you are referring to the join/part event messages, this is information received from twitch chat servers. When a twitch chat service restarts,  we will see users connected to that service experience such a join/part notification.

If you were referring to something else, kindly elaborate.

Thanks,

so in my channel command>event messages section i have both join/part enabled. well all of a sudden it said Xname has left the channel, all at once. so i went to the stream and everyone was still in there chatting. just the bot said everyone left the channel.. restart it... and again later on it again had the "xname has left the channel" but this time it was about 15-20 names not everyone in the channel. and they were still chatting in the stream the names that "had left" but this time they instantly showed up "Xname has entered the channel" it was odd... which is why i dont think it was twitch server... it was something else. cant explain it to well... and wish at the time i would had though enough about it to screen shot it for you... im trying to see if i have it on old stream footage.

It's is important to note that twitch chat servers are not conventional irc servers.

The join/part/mod events are handled by a separate service and has no direct linkage to the chat connection. So people will still be able to connect and chat even when these services are down (happens during LOL championships.)

You do not see any of this in stream chat as all these events are hidden.

Therefore looking for these erroneous events in stream chat would never work.
