Could be a few solutions to this.
The most common one would be to simply try a different port. If you're using port 80 try 6667 and vice versa if you're already using 6667. You can find the option to change this on the config tab when you load the bot up.
Another potential solution would be to redo the oAuth login for both your bot. You can see if this is necessary if you can chat as yourself through the "Chat" tab but can't as your bot. If you double click the icon in the bottom left corner of the chat tab you can switch between who you send chat as when you type in there.
Making sure Deepbot isn't blocked by your firewall is another thing but try the first two solutions first then we can go more in depth with where to go from there
