!permit not disabling

I mod in a channel where we have the !permit command disabled but one of our mods are accidentally entering the command and it shows up still. Are mods immune to it being disabled or should it remain disabled? also is there any reason it would somehow choose a random person to permit? we are currently figuring out why the mod put it into chat as it is weird as it was random and they claim it wasn't on purpose which is why i wanted to know about it possibly bypassing in some way.

I didn't think you could disable it. But if you remove them from deepbot mod, that may disable for them. However if you have sync mods from twitch in the master settings enabled, he will just get deepbot mod back.
